BID DATE AND LOCATION:
Notice is hereby given that sealed bids will be received, publicly opened, and read aloud by representatives of the City of Columbia Heights, Anoka County, MN at the Municipal Service Center at 637 38th Avenue NE, in said City at 2:00 p.m. local time on Tuesday, August 22, 2017, for furnishing of all work and materials for consideration of City Improvements: Keyes Park, General Construction, and Electrical.
EXAMINATION OF DOCUMENTS:
All in accordance with Plans and Specifications prepared by ISG and available at the Office of the City Engineer, 637 38th Avenue NE, Columbia Heights, MN 55421, dated August 1st, 2017. Plans and Specifications incorporating the work for the projects may be examined at the office of the City Engineer. Bidders may also view drawings and specifications for the project at the office of the Owners Representative. For electronic access to the bidding documents, please contact the Owners Representative at (763) 706-3700. Plans and Specifications can also be downloaded at QuestCDN.com. The Owners Representative can also provide locations of Builders Exchanges holding plans for contractors to access. Bidders are responsible for any and all costs associated with the production of plans and specifications for their use.
Each bidder must comply with the following requirements to reassure acknowledgment recognition of their bids:
Bids must be accompanied by bid security in form of certified check, cashiers check, or bid bond in amount of 5% of base bid submitted, made payable to Owner, as guarantee that bidder will, within ten (10) days after notification of the award of contract, enter into contract in accordance with contract documents and submitted bid and furnish a bond for the full amount of the contract as provided for by law. This deposit will be subject to forfeiture as provided by law.
Certified checks, Cashiers checks, and bid bonds of the three (3) lowest bidders may be retained until the contract has been awarded and executed, by no longer than 60 days from the date of opening of bids. All other deposits will be refunded promptly.
Owner reserves the right to (1) accept bidders Base Bid only, (2) accept any one or more of bidders Alternate Bids, in any order regardless of the order in which they were listed, (3) reject all Bids, (4) award contract based on his investigation of bidders, as well as acceptance of alternates, all of which Owner deems to be in his best interest, (5) waive informalities or minor irregularities in bids and waive minor irregularities or discrepancies in bidding procedure. No bid may be withdrawn within 60 days for the date of opening of bids.
The City Council will consider award of contract at their regular meeting held on Monday, August 28, 2017 at 7:00 p.m. in the Council Chambers at 590 40th Avenue NE, Columbia Heights, MN 55421.
Work may begin after receipt of the signed contract from the Owner, proper insurance, and Performance and Payment bonds are in place. Pre-construction and submittals work related to the project is to commence immediately after receipt of the signed contract. The work on the premise is anticipated to begin on September 15, 2017.
SUBSTANTIAL AND COMPLETION DATE:
Owner requires work to be substantially complete on or before milestone dates as listed in Project Schedule Requirements, Section 00 3113. Bids shall reflect all costs necessary to meet this schedule requirement. The work on the project is to be substantially complete by November 15, 2017.
