The Mounds View City Council on Aug. 27 unanimously authorized the certification of the preliminary general fund budget and the property tax levy for fiscal year 2013.
State law requires that the city certify a preliminary 2013 general fund budget and preliminary 2013 property tax levy to Ramsey County by Sept. 15. The City Council reviewed the general fund budget at its July and August work session.
According to Finance Director Mark Beer, the City Council directed staff to maintain the tax levy at the current level. The state has certified local government aid (LGA) for 2013 at the same level as 2012, and the council has directed staff to not budget for LGA due to budget constraints at the state.
The total general fund levy is estimated at $3,690,581, and the total property tax levy has been set at $4,181,381, the same as 2011 and 2012.
Once the amount is set, the levy cannot be increased.
Beer said the only two levy increases in the last seven years were for streets in 2010 and a small amount in 2011 for the general fund.
Mayor Joe Flaherty thanked city staff and the council for their hard work with bringing a budget together and again passing along a zero-percent levy increase to residents.
The council also unanimously established a Truth in Taxation hearing for 6 p.m. on Monday, Dec. 3, and a continuation hearing for Monday, Dec. 10, if needed.
The council on Dec. 10 is scheduled to adopt the proposed general fund budget and property tax levy for 2013.
